At a given temperature there is a certain maximum level of water vapour in air, any more and it will condense out. That maximum goes up with temperature. That is your 100%. Lower amounts can be quoted as percentage of the maximum.
Technically it can be any gas or none, its the maximum amount of water in a given volume, called the saturated vapour pressure.
