Many things come with you food, and many of them are alive.
It is extremely common for weevils to be in with grain and rice. The eggs hatch and end up in the egg.
Store a bag of rice in 8 ziplock bags and check it a year later and see how many weevil corpses are in there.
The primary reason is, you can’t wash rice and wheat like you can an apple, so you can’t remove bugs that way.
You could irradiate them, but that’s not done in many countries because their populations are full of morons.
