They aren’t, because they use much less water.

They are better than you’d otherwise expect, because manufacturing process improvements have allowed them to move more material using less water, but that still leaves them more likely to clog. Water is a very valuable resource, particularly since most toilets are filled with drinking water, so resource conservation is more important to regulators than one-flush convenience.
