When I turn my controller on, how is that my Xbox can turn on?
And why is it that I can’t remotely turn it on through the Xbox app when its power mode is set to shutdown?

Modern electronics basically never shut down completely. When you “turn them off” they will go into a low-power standby mode but retain enough functionality to listen for the power-on signal. They only shut down when you physically disconnect power by pulling the plug or let the battery run dry.
