They don’t use water to unlock a safe. They use water to destroy a save. Water does not compress. So if you fill a safe with water, you can use the pressure to basically explode the safe and then access its contents.

its not just water. its water and a explosive charge.

The water transfers the concussive blast much better than air would.

Without the water The air would get compressed inside and not build the pressure needed to blast it open. The water is much more dense and does not have the space needed to compress as much as the explosion needs, so it builds a lot of pressure in the safe and blows the door off, to relieve the pressure.

So for example. you drill a hole in the top. fill it with water. drop a small charge into the hole suspended near the middle of the safe if possible. Set off charge, door blows off.

Its a lot like this, but the door is the weak point and blows off. Here they are using the same principle to round out pressure tanks.
