How can sleeping bags have the same survival temp despite having different comfort temps?

For example, 2 sleeping bags have -5°F survival but one will have a comfort at 20°F and the other at 30°F.

At one point, you have two options for various reasons. One might think that the price would be the deciding factor, but it shouldn’t matter to an educated buyer. In your case, it’s a matter of how much insulation the bag has. You usually don’t test the max rating of the bags, unless you really had a change of predicted weather. Some people camp in warmer weather and don’t need that extreme of a bag or are hiking and consider being a little uncomfortable is worth the weight savings.

Surviving and being comfortable are two different things. Comfort is a bit more subjective.
