Shutter speed is part of it but flash duration is another crucial part. A very short flash duration will freeze the action as well (think of water splash photography). That is why a lot of those setups have flash filling in the shot so that in case the shutter is open for longer (nighttime setups, etc) the flash will be set to a much faster duration speed and freeze the action nonetheless.
