How come all barber shops have to have a sign that says “Chair and booth rentals are illegal?”

I can’t seem to think of a reason why this sign is required by all barber shops. Like do people really want to rent a barber shop booth?

In California, hairdressers often rent a chair in an existing hair salon. It can be an open chair or a chair that isn’t being used by the regular user that’s off that day or whatever. Never thought there was any kind of issue with the renter making minimum wage. Hmmm. Usually $250-$350 month…helps the hairdresser with the lease on the salon to pay the rent.
