how come cement bunkers all have that same weird flaky crusty look after being abandoned?

That flaky stuff is lichen.
Lichen is about the only thing that can grown on bare rock.
And the bare cement of bunkers is quite close to it’s natural niche.
Other things like plants need something like soil in order to grow.
