How come food tastes better when you are hungry?

You have to think of this evolutionarily.

As living things we need fuel to survive. Thus, those living things with more drive to consume fuel were more successful in survival.

So as life evolved over time organisms passed down traits that made their brains tell their bodies “MMM THIS IS DELICIOUS” when consuming those things that were good fuel for the organism.

Hunger is another evolutionary trick that rewards those organisms with drive to consume fuel, and the concepts of hunger and taste work hand-in-hand to reward the organism for consuming what it needs when it needs it.

So when you’re hungry, your brain really desires useful input, and rewards you well when it receives it. When you’re not as hungry, since we didn’t evolve to over-eat, the response is less powerful.
