Clouds are made of water in a gaseous form – the darker they are means they are much more dense, and thus it’s harder to see through them. When they are too full and heavy, they will dispense the water load they contain. if it isn’t ‘Overflowing’ and grey, it won’t reduce it’s water contents.

The more water droplets, the darker the cloud. Why? Because less light is able to get through the cloud due to all the water droplets in the way. Then, obviously the more water droplets there are the more likely it is that rain is going to fall from that cloud.
