How come the IRS doesn’t just mail you a bill if they know exactly how much you owe in taxes?

1) Not everyone “owes” money.
2) Of those entitled to a refund, not all will claim everything they are entitled to.
3) Of those who owe, some may make an error, and think they owe MORE than they do.
