How come the IRS doesn’t just mail you a bill if they know exactly how much you owe in taxes?

it’s not that straight forward. They only really know if they pay close attention to your case and if they audit you.
People lie in their taxes all the time. I think they just accept that as an acceptable “loss” and try to limit the damage
