How come the IRS doesn’t just mail you a bill if they know exactly how much you owe in taxes?

They don’t know exactly what some people owe. They don’t know expenses for self employed. They don’t know income for people with side hustles. You are supposed to report these things. They would know them but a lot of things have lower limits on reporting things. And then as others have said there is the whole tax filing racket.
