How come the Universe is structured by groups of matter called Galaxies? Shouldn’t it be chaotic and messy, and not held in groups and spirals?

Layman here!

Shouldn’t it be exactly the way it is if it’s chaotic and messy, but then you factor in gravity? I mean, it’s still pretty chaotic and messy on the whole.
