My best assumption would be blood flow.

The body is about 98.6*F, but the skin is about 4*F lower than that (95*F). When you get a scrape/cut, blood flow increases to the area to initiate the healing process, which will warm the skin. As the cut calms down, blood retreats, which could result in the skin feeling a bit more cold than before. 🙂

(Fun Fact: This is a similar reason why people feel warmer when they drink alcohol. Alcohol increases blood flow by thinning the blood, which warms the skin, resulting in feelings of being warm or hot.)
