I heard about military complexes that detect sniper optics and binoculars, but couldn’t find out how they work.

Most counter-sniper systems currently being fielded are acoustic. They listen for gunshots, and locate the shooter based on sound. A few also utilize radar or IR cameras to detect bullets in flight and back-trace their trajectory to the shooter. A small number also utilize laser detectors to detect ranging lasers used by spotters and snipers.
