To put it simply, they didn’t. Synchronized time in the US was a function of the railroads, who found it difficult to keep schedules when every community had its own local time.

In ye olden times, noon was when the sun was at its highest point in the sky. There were no time zones, there was no synchronization when time was first measured, nor for millennia afterwards. Synchronization was a product of a large organization getting fed up with localities keeping their own clocks, and then forcing those within their jurisdiction to adopt a uniform convention.
