Did individuals just turn in gold from gold panning and were rich or were a select few rich because they found gold in a mine they owned?

They sold miners shovels. More money was made catering to them than mining gold, probably.
Gold panning was 12 hours a day, bent over with no guarantee of payout. The gold dust found was miniscule. But it kept them going.
