How do anti-lock braking systems (ABS) know when the car’s wheels are about to lock up? Is it the same for traction control (anti-skidding) systems?

Sensors on all four wheels. If one of the wheels spins significantly slower than the others the system reduces the breaking pressure on that wheel.
