For card games like Magic The Gathering, etc., how do the creators make new cards that are balanced (in terms of cost, strength, abilities)? Is there a set formula, or is it a long testing/tweaking process before the card gets released?

Who says it’s balanced? They have to change the rules all the time and ban cards when sending figures out a dominating combination.
Or they just toss out expansions and say ” it’s old expansion, can’t play in competitions now” and make you start your dream deck from scratch.
MTG has like 10 banlist ongoing that gets updated a few times a year.
