If celeb A with 5 million followers tweets something and celeb B with 3 million followers responds, how does this turn into a conversation if they both get thousands of replies/notifications every day?

One celebrities PR and marketing people talk to another celebrities PR and marketing people and they figure out a way to make it get attention. Oh and those PR and marketing people, and agents and such? They may all be from the same company or even the same people.
None of this is real. Its all just marketing.
More people will like the other famous person’s reply over the rank & file, causing them to see that person’s tweet first.
Also, both of them could be so chronically online that they actually see the other’s response notifications in real-time
