Washing up liquid contains a chemical that connects well with water on one side and connects well with oil on the other side. So if there are small oil particles the washing up liquid will surround these particles with the side that connects well to the oil pointed at the oil. This means the side that connects well with water points outward, this means that you now have a particle that connects well with water.
So the washing up liquid sort of packages oil droplets in a coating that allows it to dissolve in water.
