How do companies decide which HEVC patent pool to license from?

This is madly confusing as they all cover different patents and how would a small business owner who use H.265 technology even know where to start or who to start with?

I imagine most of them just buy en/decoding hardware from larger companies that have already figured that out. Also IIRC not all of the IP holders for that codec are even in patent pools. HEVC licensing is a well-known clusterfuck even to MPEG-LA itself.
