They listen to music that fits that genre, analyze that music to discover what techniques different composers use, learn to play that music from different composers, and use all of those techniques to create their own.

That’s the process for composers of any genre… develop your toolbox of techniques based upon what your influences did, learn how to utilize those tools effectively, and then they are tools you have access to “grab” when creating your own.
