RAM lose data because they use capacitors to store information and the charge gets lost as soon as its powered off and nothing is refreshing it.
Permanent storage like magnetic storage uses persistently changed magnetic particles to record the changes, or flash storage that also use capacitors, but the controlling transistor gates has a “float gate” that is very well insulated and can keep the charge in the capacitor for years even after powered off.
Those storage mechanisms don’t change unless actively powered to, making information stored on it persistent.
