generally dark color under eyes is caused by blood vessels expanding, creating a “shadow” behind the skin. it can also be affected by puffy eyelids which cast a literal shadow under your eyes. both of these things can be caused by lack of sleep as well as a variety of non-sleep related causes.

while not a cause it is also affected by the individual. how thin your skin is/the layout of your blood vessels will affect how visible the dark spots are. I have had days where I have felt awful with painful eyes but had no eye circles visible. Aging naturally thins skin and can also cause dark circles to be more prominent than they used to be.
