Echolocation and smell. Sound travels rather well in water and many fish have great senses of smell. There are also more niche senses like sensing electromagnetism.

How would light help? Surface fish way out at sea don’t have any reference points either.

They only need to know where other life forms are relative to themselves, one way they can do this is through sensing pressure changes in the water. No need to use light if there are more effective ways to “see” in a given environment.

Life needs to: not get eaten, eat, and reproduce. Depending on the environment the best way to do those things will always prevail.

A Blue whale can emit a 200 db sound wave at a frequency too low for humans to hear. They can map a whole ocean this way.
