How do engineers deploy those long heavy metal supporting ropes for tall construction like radio towers? Does a tower have to be standing for that?

The tower has some resistance to buckling. So put up a section of tower. Haul up the ends of the cables, and connect them to the top. Pull the lower ends out to the anchor points, and tighten them. Now you’ve got a sturdy tower, and can repeat the process, building another section of tower on top of the last.
