How do engineers deploy those long heavy metal supporting ropes for tall construction like radio towers? Does a tower have to be standing for that?

They are added as the tower is erected. The tower is built from the bottom up, there’s a crane section that fits around the tower and rises as the tower is built. The guy wires are pulled tight as the sections are lifted.
