how do exposure notifications work? How does the matched count system work?

Exposure notifications work by having you enable Bluetooth while you’re out of your home. Every phone that has the exposure notification app (and Bluetooth on) does a little information exchange whenever it’s nearby another phone. They exchange an ID number, and when and how long they were within range of each other.
Then if someone gets tested positive, they put that info into the app (there’s some validity checking here too) , and the app goes through its list of IDs that it was near and sends a report back to the server, which then pushes a notification out to all the people that were nearby the person that tested positive within the past X amount of time.
I have no idea what matched count is.
