Does the (raw?) skin that is attached to under the nail stay attached and move along with the nail as it grows out from the nail bed?

I’m no expert, but the skin underneath does not follow as the nail grows. When I lost two toe nails, they dug in to the skin as they grew back, causing me to have to abraid away the top layers of skin every few days.
