Extra bits of oxygen are floating around with the water already at all times. More is made from the plant life underwater and currents distribute it. + Fish are so good at breathing that they can survive conditions a tenth of the oxygen available on Mt Everest.

Keep in mind Beta fish live in little puddles sometimes and breath just fine.

Fresh water is usually flowing in from somewhere; fish are also cold blooded meaning their metabolism slows down significantly depending on the temperature so they consume less oxygen.
