Flying insects have a variety of mechanisms that help them fly in strong winds. For example they can adjust the angle in which their wings apply force, some can even apply different force angles by wing section (ie lower 2 wings apply force in different angle to the upper ones.)
Also one can take in consideration that the lift force generated by their wings is very high compared to their weight, in fact being so lightweight makes them less susceptible to opposing wind force.
