I’m not exactly sure what you mean. If a pedal isn’t connected to anything, the answer is obvious and unhelpful: foot pedals work by moving when pushed by a foot.

Different kinds of foot pedal work in very different ways, and it’s not the physical foot pushing that matters.

e.g. The foot pedal on a drum kit just transfers energy from the pedal into the arm that bangs the drum.

e.g. A car’s gas pedal controls the throttle valve. The more you press down the pedal, the more the valve opens to let air into the engine.

e.g. Foot pedals for electric guitars work by processing the signals from the guitar to add new effects before they go to the amp.
