How are some dinosaur footprints not just completely filled in with rock.

Footprints are made in sediment like sand or mud then that sediment dries sort of like cement and becomes sedimentary rock. Even if additional layers of sedimentary rock do form overtop of the ones with the footprints, they can still be separated but in some cases we get lucky and no additional layers form in millions of years.

They are filled in with rock. Think of foot print fossils like a mold and a cast. What is usually found is the mold – the cast has eroded away. Occasionally we find the cast with no mold. Castelbouc Cave in France has cast tracks on the ceiling
