It all starts with the uneven heating up and cooling down of the ground/surface.
Sunlight heats up the ground more than it does water, so above land, the air gets heated more and thus that air expands and rises.
That’s basically how a low pressure system forms.

Interactions with ocean currents, land altitudes and day-night cycles also cause those systems to move.
That’s basically what wind is.

Summer and winter certainly have effects too.
Generally speaking, summer has more extreme temperature shifts than winter.
So extreme winds are more common during summer.
But that’s all relative and there certainly are exceptions.
