In today’s west – Russia exchange that country is Turkey. They meditate or run the negotiations.

In previous Israel – Palestine exchanges that country is Qatar

What happened in Turkey today is a good example, though not very high profile prisoners as far as I know. 

Both parties find a mutual ground, a third country that both of them trust. Then with the help of the local intelligence services and logistics planning, they show up at the place and the swap is done.

One of them specifies a place in the desert to meet. The first group to get there is driving a utility van with no back windows. Then the other group pulls up in a 1973 Dodge Challenger. The Challenger flashes their lights so the van guys know it’s on. They get out of their cars. They each make comments trying to show how badass they are, and ask the other how they know their guys are still alive. One head guy snaps his fingers and some henchmen pull the hostages out of the van with bags over their head. They take the bags off the hostages’ heads. Then the exchange is made. One side says they’ll kill the other if they don’t keep to their end of the deal. The other side then completes the transaction by flicking their cigarette onto the ground and saying something snide under their breath. Then both sides get in their cars and drive off, leaving long trails of dust behind them.
