I don’t know the name, but I assume you’re talking about the kind of photo that can look animated if you tilt in from right to left quickly. If you looked at the photo from the top and zoomed in, it would look like this: VVVVVVVVVVVVVVVVVVVV
Now put the photo back in front of your face. If you look at the photo from the left, you will only see the parts of the V that are on the left side, and vice versa for the right side. Thus, changing the angle at which you look at a photo can change what you see.
