IR cameras with just like a normal digital camera but lack an IR filter which normally blocks IR. Some may have a visible light filter to help block other wavelengths.

There’s not much more to it than that.

IR cameras just don’t filter out infrared light which exists just about everywhere there is light. Also, a lot of cameras, especially security cameras, have IR LED’s that illuminate the area you are trying to view with IR light that is not visible to the human eye. This IR light allows the camera to differentiate between light and dark areas, but since IR is at a specific wavelength it is not like colors can be reflected. That is why nighttime IR images you will get will be mostly contrast based (black and white with a lot of shadows and such)
