Job recruiters gather resumes and send them to the businesses who contract them. They generally get paid based on a percentage of the salary of the hire after a period of time (6 months).
Now, how that works in practice is they just look at key buzz words and forward everything that matches. The “throw everything at the wall and see what sticks” method. At least, that has been my experience. They rarely find good clients for anything other than entry level stuff.
