The protective layer is something that is chemically non-reactive or much slower to react to the substance you’re protectisubstances. Coating iron based metals in a layer of clear sealer or paint will protect it from oxidation/rusting by blocking air and water from reaching the metal. You may have to strip and recoat the sealer periodically because it oxidizes or degrades from UV exposure, but that is cheaper than replacing the whole structure after a couple of years or less.
