You have a micro-computer that moves the camera (robot arm, rails) the exact same distance between every picture (or increases the zoom). It can be done manual but it’s a lot of work and any mistake will cause the image to shake.

For a budget, you can get kitchen timer mounts that will rotate (e.g. 360° in 90 minutes). They cost under $20 and you can take nice scenery shots with your phone or camera.

Even tripod mounted, programmable rails are rather affordable now (e.g. from Edelkrone) or you can use Arduino and some 3D printed parts.
