The pictures are directly present on the film, itself. Film is digitized by, basically, shining a light through it and putting a digital scanner on the other side that can pick up that light and record the image as digital data.

The reason we can “remaster” films is because we’re now able to build much better sensors that capture much more detail in the image recorded on the film.
