Weather data are collected from all over the world: airports, ships at sea, satellites, and dedicated observation stations. All these data are input into computer models that have been developed & refined over decades.

Weather is all about various pressures and temperatures, put a bunch of thermometers/barometers everywhere and then with some data you can start predicting things. Hot air rises, cold air falls, pressures make wind move, various fronts arise, fronts cause rain/snow, cyclones form.
