How do people organize sound, form a word out of it; and give that word a specific meaning?

This is something that I’m not sure I could ELI5 – partly because it’s very complex (and I don’t understand it myself) and partly because AFAIK the medical/scientific community as a whole is still figuring it out. Possibly someone with more specific knowledge than me will be able to help 🙂
