I mean animals grow limbs which serve specific purpose on specific locations. How does it work with plants?

One common method is to use a particular hormone that is produced at the end of branches. Where its concentration is high, or low, growth is encouraged; at middling values growth is inhibited.

This means that a growing branch inhibits the growth of the plant for some distance around itself, but if the end of the branch is lost, the nearby areas begin to grow to substitute for the lost section.
