How do police tow cars with tow away protection activated without the alarm going off?

I just googled what tow away protection is.
It’s far from a standard feature so it’s likely rarely an issue. Also, no one would bat an eye at a car alarm going off on a car pulls by a tow truck. Hell, we all tune out car alarms all the time anyway.
The don’t care about the alarm going off.
Think about it this way: in theory, people hear a car alarm, look, and if they see a crime, they call the police. So now the cops are towing a car, the alarm goes off, people look and what? Call the cops and report that the cops are towing a car please send more cops?
In practice, people don’t look for car alarms to report theft. But you know, in theory….
I’d figure they don’t care about the alarm going off. What are people gonna do, call the police?

Learned this from Arnold Schwarzenegger but if one end of the car is lifted a certain height of the ground the alarm stops because it thinks it’s being towed or I’m just wrong
