Estimated years since last eruption. Over ten thousand years since last eruption usually gets the label extinct.

They can also measure lava content, and if the volcano isn’t near an active magma line, then it could get the label.

There isn’t really a difference between extinct and dormant. They are labels usually used by different agencies or countries.
