They can, and sometimes do. One of the ways birds can arrive on remote islands is by being blown off course by storms. That said, most small animals seek shelter during severe weather, and it doesn’t have to be much, just a place that blocks the wind. A small ditch, a rock, or a plant can make a huge difference in the force the wind can exert. Simply being low to the ground provides some protection, as winds are generally slower at ground level due to the resistance of plants, rocks, etc. And many small animals and some birds burrow under the ground.
